Although song length (3 minutes-ish) may seem like a natural fit for most videos, especially given modern attention spans, something like this, where the camera is not moving, needs to have more candy for the eye to feed on to remain interesting. The natural way to do this is either through post-processing or simply speeding up the video. I'm guessing 3-4x speed would be good for this, after you cut out the last half of the video.

You'll find some good examples here: www.alexandrosmaragos.com/2013… (especially Mike Olbinski's "A Supercell Near Booker, Texas" which uses cuts to keep things moving. I found these through a simple search for "documentary film with time lapse photography." You might also reference films like "Koyaanisqatsi" or "Baraka", both of which are brilliant films that keep the eye well fed. :)

In your composition here it looks like you chose the camera position to minimize the visibility of the traffic in the background while focusing on the clouds. This leaves the building as the dominant attractor in the video, simply because of where it is in the composition, especially with that light. There's little going on there outside of the occasional shadow passing over. When I played your video at 2x speed (using YouTube options) I enjoyed the first segment much more. Still, once the clouds are gone, around 1:40-ish, my eye gets bored with watching the unchanging light on the subject (building).
